Hello,
I'm running Vista Ultimate on my present computer, have full installation
dvd. I'm buying a new Dell computer that comes with Vista Basic installed.
Can I move Vista Basic from the Dell computer to my old computer and install
my Ultimate on the Dell?

If the old computer is a Dell also, then it might work. If not, no
without using a bios-loader.

The Vista license that ships with the new Dell is OEM and per the EULA is
for use only on the PC it shipped with, it cannot be moved to another PC.

Unless it's another Dell.

I think he meant that Microsoft's license-thingy means it cannot be
moved, not that it cannot be actually moved in reality.

Another Dell doesn't change the EULA, it's still not allowed, but it would
have a better chance of working.

Dell OEM Vista installations are most probably BIOS locked, so it won't work
when transferred to a non-Dell machine.

Not allowed?

In my house, I'm the one that make the rules about what is and is not
allowed. No silly shrink-wrapped license on a consumer product can
change that.

The OP may care, there are some, as strange as it sounds, that wish to abide
by the EULA. Then again he may not
