Move window with its contents on desktop

Presently only outline moves while dragging windows on desktop and the
contents catch up when the mouse is released. How can I change setting
so that the contents move together?

Go to Control Panel\Appearance and Personalization\Personalization
Then to Window Color and Appearance
then click on the Open "classic appearance properties for more color options
link".
then click the Effects... button.
Then check "Show window contents while dragging"

I deplore to find that it requires very much more steps than with
Windows XP.
