Moved Favorites - access denied

Vista Home Premium.
I moved my Favorites folder using Properties-Location into my User folder on
the data drive - got "access denied" when trying to save a URL.
Tried this command as an administrator in E:\Users\Gordon\:
icacls favorites /setintegritylevel (OI)(CI)low

got he error "can't find folder".

Any thoughts?

That's exactly what I did - the only difference being that I ran cmd as my
User as I am an administrator on the computer.
Running cmd as "administrator" I get exactly the same error:
The system cannot find the file specified.
Successfully processed 0 files; Failed processing 1 files

In fact it's just worked - the instructions on that page are ambiguous - the
command should be executed in the folder which CONTAINS the favorites
folder - the page says "navigate to your favorites folder" which in my book
says go INTO your favorites folder...
