I have a problem with my display. Lines in files are just jumping up and
down at will and so does pictures in a viewer program.

Where can I look and what can I do to stop this irritating problem ?

I would put much more effort into explaining the problem. I cannot
figure out what "lines in files" means. And I have never seen
anything on my computer screen jump up and down, except while
playing a game.

The First Question Of Troubleshooting: If the problem is new, what changed
between the time things worked and the time they didn't?

Your description of what is happening isn't really detailed enough and you
left out all the information about your computer, but since you say the
problem is with your display:

A. Download the latest drivers for your video card. See below as to where to
get them. Uninstall the old drivers first from Control Panel>Programs &
Features.
Never get drivers from Windows Update. Get them from:

1. The device mftr.'s website; OR
2. The motherboard mftr.'s website if hardware is onboard; OR
3. The OEM's website for your specific machine if you have an OEM computer
(HP, Dell, Sony, etc.).

Read the installation instructions on the website where you get the drivers.

To find out what hardware is in your computer:

1. Read any documentation you got when you bought the computer.
2. If the computer is OEM, go to the OEM's website for your specific model
machine and look at the specs (you'll be there to get the drivers anyway)
3. Download, install and run a free system inventory program like Belarc
Advisor or System Information for Windows.

If you have installed drivers from Windows Update, you can roll them back:

If that solves it, you're done. If it doesn't...

B. Possibly your video card is failing. If you have a desktop computer,
uninstall the video card and replace it with a known-working one. If you
have a laptop computer (or a desktop under warranty), contact the computer
mftr.'s tech support for repair/replacement.

Sorry, my knowledge of English Language is not very good.
Take a file with thumbnails of photographs, say 100 photos. The program is
Thumbs Plus.
I now have all the thumbnails in front of me, but the photos move up or down
at will, and makes it difficult to click on one to have a look at the photo.

If I have a file with text, sometimes the file moves up or down and I have
to bring
the article back with the mouse to read a particular sentence and hold it
there.

I have an Inno 3D card no 8500, which came with an install disk and I have
an NVidia
Control panel, but I find it difficult to use the settings.

Hope I made myself more clear this time.

Sounds as though your computer screen is not refreshing fast enough. I bet
if you open a new window in front of the window with missing or moved lines
then remove it things will look OK again because you are refreshing the
screen. I'd say look into updating your video drivers or get a better video
card.
