Moving "switch user" to top menu

We're regularly switching users in the same system. Right now, the
menu function for this is deep in shutdown etc.

Can this item be moved to the top menu? Can any of the menu items be
moved around?

Why not just hit the control + alt + delete keyboard shortcut, then select
Switch User?

Not sure if that is possible. However, you can create a shortcut to the Switch User option and place it on the Desktop, or Pin it to the Start menu.
