MS programs constanty connecting........

Can someone tell me why MS management Console, Windows Host Process and MS
Windows Filter Host are constantly trying to phone home? I don't see these
phoning home on the XP machine.

"Phone home" to where? You apparently are running a third-party firewall.
What IP addresses does the firewall's log show?

Yes, MS notably left out the ability to see that its own programs are
phoning home :-)
