MS Windows Installer 3.1 cannot be installed

I had WinXP Home SP2 before. I have Win XP Pro SP2 now. I encountered the
same problem with both.

The yellow icon is always up telling me that updates are available. And yet
when I click on it and try o install MS Windows Installer 3.1, it says:

"The following updates were not installed: MS Windows Installer 3.1"

What do I do?

Do the 'Validation Dance' and then download and SAVE Windows Installer
3.1 Redistributable (v2) from:
http://www.microsoft.com/downloads/d...DisplayLang=en

After the download completes close all open programs and browsers
Then run WindowsInstaller-KB893803-v2-x86.exe
IF it still fails to install an installation log file will be created in
WINDOWS and be named KB893803v2.log
Post the contents of that log, please.

Also, check the version of wuaueng.dll [You may need to show hidden
files, folders, and system files in order to find it:

The file is located in WINDOWS\system32
When you find it, right click it and choose Properties, then click the
Version tab
wuaueng.dll should now be at Version 7.0.6000.381

Downloaded and ran WindowsInstaller-KB893803-v2-x86.exe= ok
Restarted compu.

Hey! It's finally gone from my Windows Update notices! And other update
notices were finally able to get through and appear in the list.

Thank you. But why did I have to go through that? Why couldn't it be
installed the usual way - i.e, by clicking on the WinUpdate icon or by going
to the MS/Window update webpage?

Does the fact that this Hotfix is gone from my list of Windows mean that it
had been installed or not necessarily?

I'm wondering because when I took a look at the log file, it had error
entries in it. You did say that I should post the log content here, so I
will.
The reason why I'm wondering is that all the subsequent updates (76) I made
through Windows Update failed . I started another thread a(today at 7:09
p.m. PST) about this because I assumed the 76 updates problem was a
different problem (based on my assumption that the Installer 3.1 update was
successful).

First of all make sure your Time is set correct on your Computer ( you will
find in the Right-bottom of the screen).

Open a run command and try to Re-register these DLLs for the update Engine:
net stop wuauserv click [OK]

Also Turn any firewall and Defender off for the Update (please turn ON after

update either success or failure) Then Reboot your machine and try the

You receive an access violation error and the system may appear to become
unresponsive when you try to install an update from Windows Update or from
Microsoft Update

See my post to that thread, please. This issue will reoccur until you
either replace the installed AV/security software or reconfigure how it
