MS Windows Installer 3.1 - problem

Hi everyone, this is the first time I have used this forum, so please bear
with me. I am in the UK so about to leave for work, but will check here on
my return.

The problem is that for a few days, the automatic update keeps telling me
that the Windows Installer 3.1 needs to be downloaded. The text is "greyed
out", as is the checkbox. So, it cannot be turned off.

I have tried express install, custom install and installation from the
website. On all attempts, I am told there is a problem, I have been unable
to determine what it is.
I get a window pop-up that says "Updates were unable to be successfully
installed."

I have switched off an on again.

I am at a loss.

I do run anti-malware programmes and have a virus checker and a firewall. I
seem to have nothing on my PC I shouldn't.

Can anyone help, or is my only option to switch off updates and get them
manually?
