MS04-019 - MS04-024 install failure

I have tried applying these security fixes to my W2k SP4 server through
windows update and kept getting install failed. So I downloaded the patches
manually and when I run them I get the following message

You do not have permission ot update Windows 2000.
Please contact your system administrator.

Well I am the system administrator and I am logged into the server with the
local administrator account. I was originally trying to do this through a
terminal services client connection but have had the same results on the
console.
