MS04-028, KB833987

I keep getting hit with a Vulneralbility for this patch. When I try to
install KB833987 I get the error message that the installed service pack
version is newer than the patch being installed. I looked in the log file for
the error message and observed this message "DoInstallation: CheckSystem
Failed: 0xf06b"
The system keeps coming up hot on the Vulneralbility scan for this patch.
