MS05-019 - KB893066- I need some help

I have issues with MS05-019 - KB893066, both the original and new versions.

I have called MS (two tickets) and am still confused as to what I need to do
to fix the problems associated with this security update. (connectivity
issues across VPN WAN connection).

In my environment I have the following operating systems

Windows 2000 Server with SP4
Server 2003
Server 2003 with SP1
Windows XP with SP1
Windows XP with SP2

Standardizing the Operating system is not a short term option although most
servers are 2003 (no SP1) and 95% desktops are XP SP2.

All systems are fully patched with the latest version of MS05-019.

My question is what systems need the hotfix 898060 as Microsoft on the phone
give me conflicting information

So assuming all systems have the new version of MS05-019 (KB893066-Version
2) which ones need the hotfix (KB898060)

The best information I could get from someone is what versions of TCPIP.SYS
should I have on each version. Also can I assume that newer versions of
TCPIP.SYS will have the fix included. For some reason I do not think this is
the case.
