Why is it that when you delete\remove Software....if that software Installed
itself into your MSCONFIG Startup List....that item remains in the
list....unchecked?

Is there a way to remove the no longer needed item out of the Startup Lists?

Try startup manager. 'Startup Manager' (http://www.startupmanager.org)
