MSI File Transfer Manager

We've downloaded the MSI File Transfer Manager-but when we try to open it we
keep getting "Application Validation timed out retrieving the current
version. Do you wish to enable transfers and continue without the version
check?"
When we hit "yes"-it still won't work
When we hit "no"-it says "transfers are not enabled"

Help! We've searched everywhere trying to figure out what the proble is.
