No WSUS server?

Don't think there is a supported MSI file out there.

Go create your own one: http://ieak.microsoft.com
Alternatively you may want to use WSUS 3.0 SP2.

We have WSUS 3.0 but it doesn't have any updates for IE8.

Upgrade your WSUS server (do that anyway) to SP2 as advised and read up:

Which WSUS 3.0 version exactly? At least SP1 or SP2 (which has been
released this week)?

I'm also using WSUS 3.0 with SP1. It just offered IE8 this week (KB944036).
If you have WSUS, I'd highly recommend using it to deploy IE8.
