They are quotation indents. In normal Usenet threads, replies are appended
to the bottom of the post, and quoted text is marked by the ">" character;
one for each level of quotation.
For some reason, Microsoft, and most Internet newbies don't follow standard
Usenet convention in NNTP posts. There is an option to change, or omit the
standard quote symbol in most news clients. Alas, I don't know squat about
the web interface that you are using:

I generally avoid using web access to NNTP servers, such as the Microsoft
web site offers, or Google Groups.
