I've set the follow-up on this to the MSN Discussion group.

There may be other causes for the problems with the MSN Photo Control that
handles uploads to Windows Live Spaces, but here are the main reasons:
1. Pop-up blocker not allowing the ActiveX control to install
2. Using an older version of IE7 Beta. IE7B2
3. Running as a limited User Account under Windows. Sign in as administrator,
visit your Space and access Photos to upload. Install the ActiveX control,
confirm that it is working. Log off and log back on as limited user account and
confirm that Upload photos works.

My apologies for reposting my reply, but I clearly screwed up on the follow-up
header with a typo.
