MUI support for Windows Live Messenger

I think that that some sort of the MUI dlls and installations for the Windows
Live Messenger are applicable.

The tricks that making a "mui\{LCID}\" folders, the put the language dlls is
no longer work in Vista, which was previously works in the XP installations.

The support of the MUI for localised strings would be proudly considered,
and that's make the WLM installation more easier, and not install for only
one active language.
