I have downloaded the english MUI for my German Vista ultimate but can still
not change to English?

have you gone to the language options in the control panel?

To install a Multilingual User Interface Pack (MUI), follow these steps:

1. Open Regional and Language Options located in the Control Panel.
2. Click the Keyboards and Languages tab.
3. Under Display Language, click Install/uninstall languages, and then follow the steps.
