multimedia (sounds and multimedia) has gone missing from my control panel

background issue is a logitec lx webcam that locks up at random... but I
need access to multimedia to check out for other video capture devices that
might be trying to use the camera.
i have tried "add windows components" but no sign of multimedia there either
