If WLM finds an inconsistency between the underlying EML files that
store the actual messages and the index file, then it can put the
recovered items into the Recovered Folders
The inconsistencies can come about due to a system crash, including a
power outage, shutting down Windows without first shutting down WLM, or
some other program error.
