      12-24-2007
After doing a format and a clean install of Vista I wanted to add an account
for my girlfriend so i went to user accounts and made one given standred
privelages. After which trying to log in I got an error windows live mail
failed to initalize because it could not access msoe.dll. Anyway it seemed to
be loaded all the processess but there was just a blue screen,no desktop or
windows shell explorer. So I figured it was the video card but my account
loaded up perfectly fine. Then I had a brain fart and decided to try giving
the account full admin privelages and it worked. Is there a specific reason
for this and a way to fix? any help would be appreciated. An e-mail I can be

Can you check the Event Viewer under your gf account for any logged error
messages that you could post back here to help us better diagnose the
problem? Also check Problem Reports and Solutions > View Problem History for
any Problems Windows has identified that could associated with that blue
screen such as hardware or software failure?

Ok so i went into event viewer and got some info.Under Custom views-Admin
Events The network list Services service terminated with the following error;
Insufficent system resources exist to complete the requested service. Event
ID 7023 Source atikmdag
1 second after that-CRT Invalid display type, 9 seconds after that same
error and then 20 seconds later the first error again.
Under Windows log same time had a "Desktop window manager was unable to
start because a composited theme is not in use." and under System;
"The Network list Service service entered the stopped state." And, "CRT
invalid display type."
My screen size is 1280 x 1024 on all accounts 32 bit using ATI Radeon
X300Vid card, 80 gig sata hard drive with 2 gigs of ram.

I set up 3 accounts, admin, user and user for my sons. I deleted one
user account and left on remaining. Vista let me delete this account
with no warning error. Ok on 01-10-08 my other son logs onto his
account and only has a blue screen with error "Windows mail could not be
started because msoe.dll could not be initialized & Microsoft Windows 7
error in left hand corner". tried alot of different things to figure
this out, checked forums, tried deleted sub folders in microsoft mail,
DID NOT WORK---ONLY MADE IT WORSE.. Then my cd drive quiet responding,
(fixed that) but spent 4 days, up until 3am on Saturday and still could
not resolve this problem. My computer did not come with recover discs
either. Took back to Best Buy where I bought it and the diagnosis was;
I DELETED CRITICAL FILES NEEDED TO RUN WINDOWS VISTA WHEN I DELETED THAT
USER ACCOUNT. WINDOWS VISTA NEVER GAVE A WARNING TO ME NOT TO DELETE
THIS OR I WOULNT OF. Now i am spending 129.00 to do a complete system
restore. Had to call Acer, sending out recover discs, take to Best Buy
for that store to do a complete recover/restore. SO.........My
suggestion is to anyone that ones to delete something from Microsoft
Vista, DO NOT!!!!!, check with your vendor of the manufacture be doing
so.
Big huge lesson learned. Also watch for microsoft updates to Vista can
also cause a error. Don't make the same mistake i did. Please pass
this on.

Sorry you had the same problem as I did. But I ended up re-installing XP and
now im fine again. I wont be going back to Vista for maybe another year.
Hopefully then they have things figured out.
