Drive letters are assigned to partitions during the boot process and it is
quite possible for Windows to see a particular partition as drive D: whereas
another OS will see the same partition as drive C. Generally, though,
Windows 98 and DOS should assign the same drive letter to each partitions.
There's no reason that Windows should not be installed on a drive other than
C.
Use FDISK /Status to see how drive letters are assigned to partitions. Run
it from a DOS boot, and then from a DOS prompt within Windows. Then describe
for us exactly what the difference is between the two, in terms such as
primary partition, first extended partition, etc.

The command for fsutil that is associated with the 8007000B error is for
Vista and will not work with W98.
