My "~" key is not working

It has come to my attention, that during certain programs/games I become
un-able to use certain keys on my keyboard for their intended funtion. The
programs I find this most fustrating in is Fallout 3 where this opens the
Counsul and in a game named Shaiya where it is used to auto target and select
other players from a greater distance then you can click, this is a vital
tool in the game hence puts me at a huge setback. I have these gmes on my
other PC, and it runs and works fine, the only diffrence is that I am using
Microsoft XP, rather then VISTA Ultimate which is currently running this
computer. I asked around on forums, and in game with people I play with. This
seems to be a common problem in those communities that no one to my knowledge
has found a answer to. Any help would be greatly appreciated. I am currently
running VISTA Ultimate 32 bit on my Toshiba Satilite SLI 6 which I recently
purchased. Any help of suggestions would be greatly appreciated, currently I
have had to look into re-maping my keyboard to fix this issue because of the
lack of abbility to find a fix for this. It works to type in any of these
programs but does not preform the function it is ment to preform. Thanks in

In case you've overlooked the connection: the games you are having a
problem with are also common to the problem since you say others are
having the same trouble. Has it occurred to you that it might be a
fault with the programming of those games and not with Vista?
