My Live messenger won't start

I'm using XP media center edition. I execute the
program (via shortcut, or directly going to C:\...\msnmgr.exe) nothing
happens. The mouse cursor shows that there's a bit of activity for about 2-3
seconds but after that nothing happens.

When I look at the Task Manager, I can see that an instance of the
msnmgr.exe process is started. However, WLM does not launch, nor do I see it
in the system tray. Please help!

I'm having the exact same problem. Although I'm using Windows XP Home
Edition. I've uninstalled and reinstalled and no luck.

I'd also like to add that once msnmessger.exe has started, but the app
doesn't load, there is a constant stream of outgoing and incoming internet
traffic on my connection. I don't know how to trace this, but I do know that
when I terminate msnmessenger.exe through task manager, the internet traffic
stops.

yep same problem here
I have been using msn live for months now and its been great.. then
yesterday I clicked to open it and nothing came up when i looked in task
manager it shows msnmmsgr.exe under processes yet messenger never pops up..
uninstalled it.. cleared all of my cache .. ran windowwasher.. checked to
make sure i didnt have anything like sweetim or smiley central.. ran
antispyware programs then went to msn live site and redownoladed it and
reinstalled it and same thing is happeneing.. I did a restore point in xp to
bring me back 3 days ago when it was working fine but that didnt help
either.. and I miss it ... using the old windows messenger sucks. any ideas??

Ok ive found in the past the WORST thing to do is uninstall Messenger....i
suggest reinstall over the top. Press CTRL/ALT/DEL keys to open task manager
kill all instances of msnmsg.exe.
You can reregister files by doing the following, then try to reopen
Messenger:-

Verify that the Microsoft Cryptographic Services Service Is Started

To verify that the Cryptographic Services service is started (and to start
it if it is not):

1. Click Start, and then click Run.
2. In the Open box, type cmd, and then click OK.
3. At the command prompt, type net start cryptsvc, and then press ENTER.
4. Type exit to quit Command Prompt.

Register .Dll Files

Re-register the following .dll files:

Softpub.dll
Wintrust.dll
Initpki.dll
Dssenh.dll
Rsaenh.dll
Gpkcsp.dll
Sccbase.dll
Slbcsp.dll
Cryptdlg.dll

To do so:

1. Click Start, and then click Run.
2. In the Open box, type cmd, and then click OK.
3. At the command prompt, type the following lines and press ENTER after
each line:

regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll

4. Click OK when you receive the message that DllRegisterServer in FileName
succeeded.
5. Type exit to quit Command Prompt.

Check the message thread labeled "Windows Live Messenger Problem" that first
started on the 14th of April. If you have a router connected to your
computer this could be the problem. Follow the steps listed by Jonathan and
others that follow. You may have to reboot your router to get it to work.
This is what has worked for me.
