My security center is missing and having other issues also

I was given this computer from my sister it has windows xp home on it. I
went to try to go to the security center and I can not find it on this pc it
is like it just isn't here. Then I went to microsoft update to see what
updates I needed so that I could upgrade to service pack 2 for my xp. When
the update site came up I received this error:
[Error number: 0x800B0001]
The website has encountered a problem and cannot display the page you are
trying to view. The options provided below might help you solve the problem.

Microsoft Online Assisted Support (no-cost for Windows Update issues)

I also was receiving an error that my security settings would not allow my
active x controls to run. I am so confused I don't even know where to start
and what I should do first. Is there a way to send my pc information over
the net to one of the experts so they may be able to see what is gone from
the report (like a hijack this log)? If so what do I need to get to do that.

One thing I forgot to put in my post was that I was trying to install xp
service pack 2 when it took me to microsoft update and that was when I got
the error I listed.

Security Center is installed with SP2, thus, there is no Security Center
as yet <w>
To resolve error code 0x800B0001, go to Start > Run > type in

cmd

Click OK or press Enter
At the Command Prompt type in [or copy & paste] the commands below then
* press Enter after each line *

regsvr32 softpub.dll
regsvr32 mssip32.dll
regsvr32 initpki.dll
exit

Revisit Microsoft Update to obtain SP2, OR, download the entire SP2
package from:
http://www.microsoft.com/downloads/d...displaylang=en
It can also be ordered on a free CD. You pay the postage, only:
