Your post is a bit confusing? Is the Sidebar on the screen overlapping the
Notification Area or is the Sidebar just missing? You should able to enable
the Sidebar by Click Start > type 'Windows Sidebar' and it should reappear
on the screen. To have it permanently stay on screen and Startup with
Windows, click Start > type Wiindows Sidebar Properties > check "Start
Windows Sidebar when Windows Starts" > click OK.
