Did you try Refreshing the Windows Experience Index? Start > right click
Computer > Properties > under System click "Windows Experience Index:
Unrated" > click the "Refresh Now" button.

Does this also occurr in other accounts you have on the system? Could be
specific just to your account.

Have you made any progress on the missing "Refresh Now" on the
Performance and Information Tools dialog ? It occurs for me as well
(with a new system, Vista up and running for all of 4 days).

It was working when first installed, but after installing all the
latest Vista updates and about 20 apps, it stopped working exactly as
you describe. It's not worth it to start over, but a bit disconcerting
that Vista is so fragile that parts of it just stop working, even if
they are not critical to it's use.

After an extensive Google search, this is the only good hit I found for
someone having the same problem.

It looks like it was disabled by a tweaking program, like TweakVI, and it
may have changed a registry setting. Do you have a program like that that
lists anything that would disable Performance Information and Tools?

Yep - one of the last items I had installed was TweakVI and it looks
like it defaults to disabling the Performance and Information Tools or
I accidently toggled it on when I was looking around. I sort of
suspected it might be the cause! Thanks for pointing me in the right
direction!

For others that fall into this trap, the setting in TweakVI is under
"Miscellaneous Tweaks", "Change system folder....", "Control panel
restrictions II" tab, and then the tweak "Turn off access to the
"Performance Center" core section should be unchecked.
