My Windows Defender won't turn on...

I get a message everytime that I boot up that I have a security alert.

It says Windows Defender isn't on. Everytime I click the button to turn it
on, it tries to update, gives me an error message telling me that there are
no new definitions and then it just exits out. It still doesn't turn windows
defender on.

Any help is greatly appreciated.
