Narrator Quick Help button does not respond

Hi,
When I open Narrator and select the Quick Help button, nothings happens.
Is this usual?

No, my Quick Help button works fine. You may have to look into whatever
repair tools your system has available.

Some Windows Vista functions may not work, or Windows Vista may stop
