The issue may be caused by malware or not. Can you boot to Safe Mode and
run Trend from there ?

Click on the version of Trend that is installed under the How to use:
heading to learn how to use the Damage Cleanup Template and to manually
update the Pattern File.
Alternatively, you can just download the Sysclean package and then
download the Controlled Pattern Release. Create a folder named Sysclean
on the root drive ( where WINDOWS is installed to, usually C:\ ).
Extract sysclean.com and the CPR to the Sysclean folder.
Boot to Safe Mode with Command Prompt and then type in
cd C:\
Press Enter
cd C:\Sysclean\sysclean.com
Press Enter
The GUI will appear. Click the Scan button.
