need help can't run any application

Hi, i been working on this for three days and am just plane stuck.
The application failed to initialize properly (0xc0000022) clicl ok t
terminate the application.

This has been happing to all program files, except Ie 64 bit. I hav
tryed restore points, reinstalling windows vista to factory settings an
still run into the same promblems. Asking for help in any way to fi
this.
