Greetings,
This is just confusing because there's multiple lists. There's the main contact list (what
you see when you open up Messenger) which you know as your list of contacts.
There's an allow list which contains all the contacts you "allow" to talk to you and a block
list which contains all the contacts that can't talk to you.
When you remove a contact from the main list, they still remain in the allow and blocked
lists, which you already know you can see from the Tools menu, Options, Privacy category. As
such, as Shane indicated, you can allow someone to communicate with you that isn't on your
main contact list (by keeping them on the Allow list).
Now, you can only Delete someone from the Allow/Blocked lists if they've removed you from
their -main- contact list. Otherwise the Delete option remains grayed out and you can't
delete them.
