or on Windows Update

Strongly suggest you boot the system to Safe Mode and rename msxml4.dll
from within that mode:

Printer software holds msxml4.dll in use [re: it's locked and can not be
replaced] in normal Windows mode, that's why I recommend you rename it
in Safe Mode.
