need help with vista

Hello,
I have windows Vista.
recently i found out something weired is going on my laptop.

1.All the time McAfee security center icon is poping up in the task
bar. if I rollover mouse over it, it's gone but within a sec it will be
back. I can not open McAfee software.is it a virus?

2. I can not download anything from internet.it says i dont have
permission.
samething with control panel...I can not install/uninstall programs
though i am a administrator.

3. Found out new thing,
If i open system information and click on any of the components,it
says
can't collect system information.Cannot access windows management
instrumentation software.WIndows management files are moved or
missing....

Turn on Windows Firewall.

Update and run Windows Defender.

Download and run Spybot Search & Destroy.

Go to
http://www.f-secure.com/security_center/

run an "online check" of your system from their site.

Download their free anti-rootkit software.

Turn off and Disable McAffee (which I suspect the malware has messed with).

Download and install AVG or Avast or ESET NOD32. All are free for a short period of time and AVG has an unlimited-time free version.

During all of this time, only go online when needed to fetch/utilize the above-mentioned.

I can not download anything from the internet.I turned on firewall and
tried to install or update software(also tried with firewall turned off)
but didn't work.
It says, insufficient rights to use activeX controls!please check with
user rights. also i cannot uninstall any programs from add/remove
programs!!

*I can not save anyhing from internet....if I click on download button
from any site, it will show either error because of activeX or window
will simply disappear after I click on save or run button.
