I restarted and it was still the same,
however, whilst i was there i checked out the user configuration./Admin.
Templ./ Win Components/Windows Sidebar
and noticed that "turn off user installed gadgets" had been enabled,
i disabled that and now everything is working fine.
i have no idea how that could have been enabled as i never new about the
gpedit.msc before now, but anyway i thankyou Mark for leading me in the right
direction and everyone else who tried to help me
