Need to unblock a program

Somehow, Secunia PSI got blocked and I have no idea even how to do that. When I go to msconfig/Startup the program is there and has a checkmark by it so that means it's enabled

Every time it boots I get that message in the tray that it's disabled. Can anyone tell me how to remove that?
