Net 1.1 Error dealing with "SL10.tmp Strong Name Validation failed

First, windows update don't recognize my true version of IE which is Vers6.
Update is calling it IE5, okay I worked around that. Then when I try to
install Net 1.1 Ver Framework 1 then 1.1 ver 3. An error "SL10.tmp Strong
Name Validation failed, This file may have be tempered with or it was
partially signed but not full signed...."
Yes, I try the manually reinstall the 1.1 instructions, no joy there.
Please advise.
