.NET 1.1 framework wont install on w2k3 x64 bit

I've tried multiple different troubleshooting tactics including rmeoving the
software distribution data without success any thoughts? should I even be
worried? I have 3.5 framework on there but the server continually has 1.1
attempting to install.

can anyone advise me? I tried getting microsoft involved but it appears
they are trying to charge me ... unless I'm picking the wrong route...

When you try to install an update for the .NET Framework 1.0, 1.1, 2.0, 3.0,
or 3.5, you may receive Windows Update error code "0x643" or Windows
Installer error code "1603"

No error is reported, not even in windowsupdate.log, it simply states that it
failed.

Is SP2 for W2K3 installed ?? NET Framework 1.1 SP 1 is included with SP2 of W2K3

Yes SP2 is installed. If that is true, which would be great, why is it still
asking me to isntall this update?
