>net 3.0 SP1 fails install

I have a server 2003 and cannot get the update to run. it fails. I have
uninstalled all .NET and reran installs same error. I used a .NET cleanup
tool and reinstalled same error. I have 10 servers and this is the only one
having trouble. I have gone through all of MS kb articles and nothing seems
to be helping.

here is the error

Microsoft .NET Framework 3.0SP1 x86 returned an unexpected value.
[03/31/08,12:08:10] Microsoft .NET Framework 3.0SP1 x86: [2] Return from
system messaging: Asia
[03/31/08,12:08:15] WapUI: [2] DepCheck indicates Microsoft .NET Framework
3.0SP1 x86 is not installed.
