.NET 3.5 and SP1 Update

I am running Windows XP Pro SP2 and am not able to perform this update. I
have turned off my root kit killer, virus scanner, and malware stopper but
still no luck after numerous attempts. I get the error message Error Code:
0x80070643 when attempting to install the update package KB951847. How can I
get past this?

When you try to install an update for the .NET Framework 1.0, 1.1, 2.0, 3.0,
or 3.5, you may receive Windows Update error code "0x643" or Windows
Installer error code "1603"
