NET 3.5 SP1 Update - Please Help.

I apologize if this has been answered, but I use Vista Home Premium and I
cannot install update NET 3.5 SP1 and NET 3.5 (KB951847) x86

I have tried turning off my antivirus and firewall protection but still with
no luck. I get the error code 800B0100.
