.NET FM 1.0 SP3 WinUP Failure

This is under SBS2003 when logged in as a domain user on XP SP1 WSs.

Do Windows Update which mostly has not been done in a few weeks and get
WinUP V5 and then skip SP2 and select the other updates. It presents the
following list:
Security Update for Windows XP (KB833987)
Update for Background Intelligent Transfer Service (BITS) (KB883357)
Microsoft GDI+ Detection Tool (KB873374)
Microsoft .NET Framework 1.0 Service Pack 3, English Version
Microsoft .NET Framework 1.1 Service Pack 1
Cumulative Security Update for Internet Explorer 6 Service Pack 1 (KB867801)

Some WS have the last(KB867801) some don't as that was likely already done
on some WS.

In any case all updates/installs work except "Microsoft .NET Framework 1.0
Service Pack 3, English Version" which ends either in "0x8007045A failure"
or in a dialog box titled: "Installing Updates" saying "Updates were unable
to be successfully installed" and then listing "Microsoft .NET Framework 1.0
Service Pack 3, English Version".

I read the thread about 0x8007045A and Doug's finding about SBS2003 and to
avoid domain login. That did fix the 0x8007045A error.

All attempts to do WinUP on any of these PCs whether under the domain or not
still offer "Microsoft .NET Framework 1.0 Service Pack 3, English Version"
as a needed update. All still fail in the above described fashion on
"Microsoft .NET Framework 1.0 Service Pack 3, English Version". Restarts
tried.

Why is this update being offered when "Microsoft .NET Framework 1.1 Service
Pack 1" has already been downloaded and installed?? Is this a
detection/selection error or an install error?

What's happening?? What's the fix??

Eric,

When I download ".NET Framework 1.0 Redistributable"
I get NETCFSetup.msi, not "dotnetredist.exe". NETCFSetup.msi installs
fine. I don't understand how I find the "dotnetredist.exe" file to edit the
line containing dotnetfx.exe.
