.NET Framework 1.0 Pack 3 failure

I cannot install the above update. I checked the newsgroups, and attempted
to follow instructions from Pat Walters to correct this, but was unable to
run the following command: del /y %temp%\*

When I typed this in the command line, I got an error that this was not a
correct command.

Anyone have any ideas?
