.NET Framework 1.0 SP3 (KB886906), Error Code: 0xE0434F4D

I have never been able to install this .net 1.0 SP3. But I have a couple of
strange things going on in my "Add or remove programs" window and I think it
might be related.

First of all, .net framework 1.0 does not appear in add or remove programs.
Second, there appears to be a bogus .net 1.1 entry with a listed size of
1,738 MB which seems ridiculously large. I cannot uninstall it although there
was a second .net 1.1 entry beside it that did uninstall and it was only
about 50 MB. The one that I can't uninstall has a "?" icon beside it.

Update does not offer to install 1.0 - only 1.0 SP3. Any ideas how to fix
this? I have 1.1, 2.0 & 3.0 installed with all updates and working fine.
