.NET Framework 1.1 installation freezes

In windows update installation of .net framework freezes dialog, must kill
iexplore to escape.

So I tried the one file installation "dotnetfx.exe". It also freezes while
trying to stop service iisadmin. So I wanted to kill it manually by typing
"net stop iisadmin" and killing in task manager: "service control not
possible".

How can I fix that?

Using win xp sp 1

The first thing I would check on is to see if you have enough permissions on
Windows XP.

If you do try going to Control Panel -> Administrative Tools and manually
stop the services from running.
