.Net Framework 1.1 Security Updates in Vista Business 64

I have a new computer running Vista Business 64. Some software that I need
requires .Net Framework 1.1. I have managed to install the Framework and
SP1. Security Update KB929729 installs, apparently successfully, but then is
immediately identified as ready for update again. If I hide that update,
another update (KB 886903) comes up, but that update fails when a .TMP file
of seemingly random name "stops working").

I have already been through removing all .Net Frameworks (1.1 and 3.5),
running the .Net Framework cleanup tool, and reinstalling in order (including
the fix to get the 1.1 SP1 to install).

There is a message in the WindowsUpdate log file associated with the
installation of the first security update which says
"The following updates are downloaded and ready for installation. To install
the updates, an administrator should log on to this computer and Windows will
prompt with further instructions: - Security Update for Microsoft .NET
Framework, Version 1.1 Service Pack 1 (KB929729)"
I am an administrator on this machine.

Any suggestions?

But have you logged on /as/ Administrator?

I have not specifically logged on as an administrator.
I have downloaded the update separately as an exe file and run the update as
an administrator, with no change observed.
I will try logging on as an administrator and running Windows Update as usual.

You should have an Administrator account. Log on to that account.
OR, Start button > scroll to Windows Updates on the left column, right click
> click Run As Administrator

I have done "Run as Administrator" for Windows Update. It did not appear to
make a difference, and the update said it succeeded, but then immediately
came back for reapplication.
