.Net Framework 1.1 service pack 1 (KB886903) and .tmp error

I'm trying to get this update but everytime it keeps saying

diffent .tmp files exsample this time it says:

SL4.tmp has encountered a problem and needs to close. We ar sorry for the
inconveniance.

If You were in the middle of something, the information you were working on
might be lost.

i've cleared cookies, temp files, have Norton 07 antivirus and did a scan,
have windows defender ran a scan,
