.NET Framework 1.1 won't install

I am useing windows 98se, and when I try to download and install .NET
Framework 1.1 I get a error. Only thing the windows update site tells me is
that

No Updates Were Installed The following items failed to install. To try
installing them again, click Review and install updates, and then click
Install Now again.

Microsoft .NET Framework version 1.1

I've tried to do this 4 time but get the same results everytime. What is the
problem and how can it be solved?
