I found a fix from another post, Go to website:

Download tool and run it, in little menu select .net framework 2.0 only, RUN
..NET Tool, do restart , go back to Win Update and do custom search, select
install for .Net frameworks 2.0 and 3.0 , install and do a restart, go back
to Win Update do custon search, see secrurity updates for .Net framework
2.0(do these two updates one at a time, do restart, go back to WIN UPDATE and
take all other security updates that are there. That should clear up the .Net
Framework 3.0 update problem.
