Correct, Harry. The update should not install any runtimes that were
previously not installed. It includes .NET Framework 2.0 SP2, as shown
here:

So, the date on the MSDN page is wrong and the verbiage needs changing
on the KB951847 page. KB951847 includes hotfixes for .NET 2, which are
apparently in SP2.
IF one only has .NET Framework 2.0 installed then the update size will
be noticeably less than 200+MB and NO other .NET runtimes *should* be
installed.
Now, let's see if that's what will actually occur. <w>
